libraries/blas: Updated for version 20070405.
This commit also changes the versioning of the shared library
to use libblas.so.3 as opposed to the full 3.2.2 (inherited
from the lapack library). This should allow for less annoying
upgrades - thanks to Pablo Santamaria for the tip.
